Monady May 8 is proposed by the Wai wu pu as date on which Opium

greement should be signed.

In order to enable Customs to do work of listing they ask that

ovement of opium in bond and in stock should be stopped on that day.

1 would request that instructions be telegraphed to Governor of

HongKong confidentially regarding concerted action with Commisioner of

Justoms in listing on Monday of uncertificated opium from India in the Colony which is intended for the Chinese market: His Excellency might further be informed that such opium must (see paragraphs 1 and 2 of arrange- hent embodied in my telegram no 104) be expoted to China within seven days. The necessary instructions to His Majesty's Consuld will be issued.

I have repeated this telegram to India.
